• Strengthen decisionmaker and advocate capacity to use evidence-based, politically smart advocacy approaches to elevate, advance, and integrate family planning/reproductive health and primary healthcare policy priorities
• Support local partners to develop user-friendly integrated analytics and integrate family planning/reproductive health, HIV, maternal and child health, and primary healthcare within national digital health plans and country data architectures

Financing

• Support governments to advance public and private financing of primary healthcare services and integrate the provision of family planning/reproductive health, maternal and child health, and HIV
• Improve strategic purchasing to incentivize quality family planning/reproductive healthcare and leverage digital tools to increase enrollment and improve claims and reimbursement processes
• Partner with ministries of health and finance to design and implement public financial management solutions that balance flexibility and control at all levels and better link budgets and expenditures with outcomes

Governance

• Embed stewardship functions, transparent management, and accountability mechanisms
• Galvanize regional- or district-led platforms as mechanisms to review health performance metrics, elevate underrepresented voices, and facilitate multisectoral responses to health sector challenges
• Strengthen local actors’ capacity to conduct legal environment analyses and rapid assessments of health sector governance rules and norms for priorities such as digital health; gender; and diversity, equity, inclusion, and accessibility
